This is a significant issue for Japan, as Toyota has been deeply involved in Japan's chip policy, including their investment in TSMC's new plant in Kumamoto. Tokyo Electron, being a target of U.S. pressure, is also deeply affected. Senior officials are currently in discussions with Japan's government to explore strategies to secure alternative sources of critical minerals, as the last time China temporarily cut off Japan's access to rare earths in 2010, it severely impacted Japan's electronics industry.
Meanwhile, the U.S. administration is under intense pressure from legislators to use any leverage available to ensure allies align with their strategy, including the possibility of supporting tariffs on foreign chip manufacturers that compete with U.S. producers. This situation is time-sensitive, with significant actions needing to be implemented before President Biden's term ends in January. Interestingly, we've also seen South Korea looking for what it describes as compensatory measures from the U.S. for embracing these curbs on China. South Korea, which already cannot export certain advanced semiconductor equipment to China, has successfully negotiated waivers in the past for companies like SK Hynix and Samsung.
Now, they are seeking more incentives as the U.S. considers imposing even tighter restrictions on AI chips, given that around half of South Korea's chip exports go to China. The intertwined nature of their economies makes minimizing the impact on South Korean companies a priority.
