If one has the "uncivilized Chinese" mindset, then perhaps staying out of China is a better choice, as you'll inevitably bump into some that act weird, especially at the train stations in every Chinese city. You're not suggested to drive a car in any Chinese city, although Shenzhen has the most advanced technologies and laws to regulate traffic. The public transport is enough for most people, including expats. If you have a lot to spend, lease a car and a driver is fine.

Upvoted for first paragraph, I was going to write the same thing. As for driving - Shenzhen like all Chinese cities has a good public transport system. But the city is very car-oriented and is not really laid out well to make transit convenient. Living in Shanghai, I don't have a car, but if I moved to Shenzhen I would seriously consider it.

I understand what you mean with the "uncivilized Chinese" comment. But you have to keep in mind that China is an immense country. There are literally more people in China than there are in the US and all of Europe put together, so even if only 1/2% of Chinese engage in "uncivilized" behavior, you're going to run into it.
That being said, considering that China has a much, much lower violent crime rate than either the US or Europe despite much higher population, you might very well ask why either is so "uncivilized"

Your bias is just ridiculous. Cities in western countries like New York have way more uncivilised people than Shenzhen. You can see people shouting, asking for money and arguing with each other on subway trains in downtown New York.

Environmentally, it is the cleanest tier 1 city in China. The air quality is consistently good even by western standard, there are tons of parks in the city centre where you can go for hiking and picnicking. While the summer is pretty damn hot and lasts for 4-5 months, the rest of year is blessed with warm temperature that you can walk outside with a jacket on....for most of time. If you love a combination of robust city life and plenty of greenery, Shenzhen is where you want to be. The ocean and beach is also a nice bonus.

Well Beijing's air quilaty isn't so good, but they always control it by make some rain and wind, so better than lot's of other developing country, better than other small city or village where construction still keep going .
