Forest fires and a heat bulb trapping winds are the answer. Germany normaly has some of the best air quality in Europe if the wind does not come from the east. There are the dirtiest coal plants (Eastern germany, Poland, Czechia).

Coal plants in Poland use pretty good filters. It's nothing compared to what it used to be. One of the biggest factors in cold season in Poland have been houses and idiots using thrash as a fuel.

A few years ago the wildfires southeast of Portland Oregon USA were apocalyptic. We saw ash so prent for a second I mistook it for snow. (I noticed I could see my breath and for half a second I thought of Christmas. But then I remembered I was doing yard work in shorts. This was not snow.) A town about an hour south had a sky so red the landscape looked like a Martian movie scene.
I can definitely believe this is the result of wildfires.

Not wildfire related, but snowing ash: I remember when the Icelandic volcano Eyjafjallaj?kul exploded in 2010 and it snowed and rained ash for a while in intervals pending on the wind. It was a very odd, but also cool thing to expiernce, pretty far away from the source (Faroe Islands). visiticeland says: about 100.000 flights were canceled, but i mostly remember a disgusting snow-ash period and many people complaining about the ash making a spot on their cars paint.

I have family that live near a steelworks in the UK. You'd be surprised how often the official measuring points would have crucial locations down, no support for various pollutants or would average PM2.5 over a week to obfuscate massive spikes during some days.
Germany are probably the only country measuring properly!

Yeah, it is this. Years ago we started to measure how the air quality affects the people living in cities and near the traffic. We placed measuring stations everywhere and the results were horrific.
We got worse results because we are the only ones who measure it in that detail and by knowing we suck we don't have to cheat on those. Otherwise we would not be able to become better.
